    accounts for about 20% of the total, that governments (especially defense), industry and commerce account for the balance.

    Compelling arguments have been made that while personal conservation is a good thing for several reasons one of them is not mitigating the worst effects of Climate Change. In order to that, institutional change must take on a massive scale, beginning with the U.S. and China. At this point, China is leading the way with recent aggressive though still very much insufficient action.

    There is still a lot of debate over whether or not technology can or will be applied to mitigate the worst effects of Climate. One factor is tipping points. Another is political and cultural will.

    There is no evidence to date that the latter factor will be overcome to apply technologies that could mitigate worst effects, even if such technologies existed and could be brought to scale to the problem.

    So, personally, not being an engineer, I have not really troubled myself on whether or not there is a technological silver bullet. First, lots of brilliant people I trust who have devoted their lives to this have declared that there is not. Second, without political and cultural will, beginning first with societal intellectual honesty, sufficient to make it so.

    I'd love to be proven wrong.
