    fluency in English.  They often have heavy accents, but understand simple basic written English fairly well.

    Think "American with 3 years high school foreign language".

    I'm not sure they have to take it to graduate, but it's certainly the language most of them take.

    Easy to read the warning signs, possible to read the menu, forget reading novels.  Generally, they can understand your English better than you can understand theirs, due to heavy accents.

    That's pretty much the median for those who don't go beyond high school.  

    For the older generations these messages may not be effective, but that may not be who the artist is trying to reach.
