    You sign up for a guided tour package like you would for any other country, pay them some hard currency (they really need it), and if the authorities can't find anything suspicious about you, they let you right in.  They're happy to show off the things they're proud of, they'll be perfectly nice to you, and if you don't give your minders trouble (not constantly challenging them, judging everything you see, trying to wander off, etc.), you might actually be allowed to meet some real people.  

    Domestic politics is the continuation of civil war by other means.

      It sounds more like a risk-type behavior as opposed to a real tourism package

        It's not at all unusual for veterans to revisit the places of long-ago terror and upheaval. Life-changing events stick with you.
