    Yes, there were bugs...there were also at least double the number of states that refused to do their own, and so increased the complexity of the problem of building the site. And the administration gave them way too long to decide, making the development problem all that much worse...

    And there were denial of service attacks deliberately sponsored by the GOP!

    Lots of variables here. No, the government isn't especially good at contracting for IT. But then, Windows 8 crashed about as much.
