      Wiki gives the following example of Sherman's statement:

      The term derives from the Sherman pledge, a remark made by American Civil War General William Tecumseh Sherman when he was being considered as a possible Republican candidate for the presidential election of 1884. He declined, saying, "I will not accept if nominated and will not serve if elected." Thirteen years prior, he had similarly asserted, "I hereby state, and mean all that I say, that I never have been and never will be a candidate for President; that if nominated by either party, I should peremptorily decline; and even if unanimously elected I should decline to serve."[1] These statements are often abbreviated as "If drafted, I will not run; if nominated, I will not accept; if elected, I will not serve.
      There is a stark difference between Sherman's "will (not)" and Warren's "am (not)". They are temporally distinct; one forecloses possibility, the other merely describes the current state.  As for the difference between "will" and "plan", they are distinct conditionalities.  Plans change.

      I take the completely opposite message from Warren's consistent, repeated declaration that "I am not running."  I think it means she's declaring the option.

        ...how do you reconcile that rather novel interpretation with the declaration that she will serve out her term?

        That's a slim reed there.

          She says "plan to".  When she says "will"-- like Sherman said "will"-- I plan to back off ;^} ...
