    So is the difference between "plan" and "will".

    If she had said, "I will not run for president and will serve out the rest of my term," that would be that.

    But if she's not running today, that doesn't mean she won't run tomorrow.  And if she plans to serve out the rest of her Senate term, plans may change.

    Each time she says "I am not", I think she's leaving the door wide open.  And "plan to serve out" doesn't close it.
