    it is the model legislation. They get plenty of it passed, and brag about it.

      what I'm trying to say that as far as activities which cross actual legal lines, it's the lobbying.  Lots of group have model legislation.  I think that this comes as a shock for most people when they realize that this is a common practice.

      Substantively, their model legislation sucks.  But... as a matter of procedure model legislation alone is not the problem.  And the law is concerned only with procedure, not substance.  Substance is the realm of politics.

      I do believe that ALEC has been violating the law for a long time, but I feel that point that what they are doing is illegal gets lost when people try to make matters of substance, matters of law.  They are entirely different things, and trying to mix them up destroys both.
