    In the mid-80's he got in trouble with the Department of Labor for paying Davis-Bacon laborer rates to "lay pipe" basically glue PVC electrical conduit together and lay it in the trench for a project that lasted a few months (miles of conduit doing something that can be learned in about 15 minutes).  He had gone out and recruited young unemployed guys with no previous experience, to help them get their foot in the door in construction.  He ended up having to give them back pay as electricians (roughly double, probably in the mid-20's then in that locale) after the job was over.

        It did hurt a little bit when guys who were kids of family friends who hadn't been able to get a job for $3.35, that he'd given a job for $13, acted like he'd tried to cheat them by not giving them $25 (or whatever it was) initially to do an unskilled job.  And believe me, a real electrician is not unskilled.

          Have the unskilled kids dig trenches and
          dry fit conduit.

          Then hire an electrician or two
          to supervise and have other kids glue and set them
          as Helpers.

          only way i see around it.
