    20% by 2020?

    That's kind of like pissing in a pot in a windstorm and hoping to avoid blowback.

    But -- doesn't mean it's useless.

    Very judicious application of that target could have an immense multiplier effect if it

    results in more charging stations in more places
    results in bio-diesel becoming more abundant and more readily available
    helps to drive down the cost of the systems that manage and store solar power both in large and small scale installations

    AND -- can be made reliable, ie, if you are a potential provider of carbon-free energy, you can be assured that your customer isn't going to disappear in two years, sticking you with your capital costs.

    And -- oh yeah: FAVORS AMERICAN SOURCING WITH AMERICAN LABOR

    An amazing number of energy sources are at or near cost parity with fossil fuels, but lack infrastructure and/or capital investment needed to become widespread.  Smart federal purchasing can kick start technologies that are ready to go.
