  •  Does any state require a check.... (9+ / 0-)

    that NICS does not cover?

    If not, no reason for the waiting period.

    •  In Maryland you need to fill out a state form (4+ / 0-)

      Its called the 77R crazy paper by my favorite FFL.

      I can't find a decent copy online but its a release form for the state to examine your mental health records to determine that you are not a prohibited person and have completed the Handgun Qualification License (live scan fingerprinted, taken a class (or exempted) and received the license in the mail.  You are still subject to the 7 day wait and 1 regulated firearm (read pistol) a month unless you get a Designated Collector's License (I got one last spring).

      The Designated Collector status makes it slightly easier to own firearms in Maryland.

      Here is the relevant section of the state law:

      (3) the carrying of a handgun on the person or in a vehicle while the person is transporting the handgun to or from the place of legal purchase or sale, or to or from a bona fide repair shop, or between bona fide residences of the person, or between the bona fide residence and place of business of the person, if the business is operated and owned substantially by the person if each handgun is unloaded and carried in an enclosed case or an enclosed holster;

      (4) the wearing, carrying, or transporting by a person of a handgun used in connection with an organized military activity, a target shoot, formal or informal target practice, sport shooting event, hunting, a Department of Natural Resources-sponsored firearms and hunter safety class, trapping, or a dog obedience training class or show, while the person is engaged in, on the way to, or returning from that activity if each handgun is unloaded and carried in an enclosed case or an enclosed holster;

      (5) the moving by a bona fide gun collector of part or all of the collector's gun collection from place to place for public or private exhibition if each handgun is unloaded and carried in an enclosed case or an enclosed holster;

      (6) the wearing, carrying, or transporting of a handgun by a person on real estate that the person owns or leases or where the person resides or within the confines of a business establishment that the person owns or leases;

      Thier new laws have a different check system?

      •  Yes (4+ / 0-)

        Long arms (rifles and shotguns are cash, 4473 and carry), pistols purchases go through MSP and right now there is a bit of a backlog (into next year).  There is a chance as a result of the state's inability to process permit applications in a timely manner the BATFE will pull their status as Brady Background Check Point of Contact.

        Due to the potential release of Personally Identifiable Information from an unsecured website built to speed up firearm background checks, there is a lawsuit pending against MSP.

        Its that bad.
