    able to function without a budget for four years is because the budget has no significance in the law. I suppose we could call it foreplay. The members of Congress indicate to each other who's going to be advantaged and who's going to be screwed. More politely, we could call it a self-dealing exercise. While in a contract, the fine print contains the nitty gritty, in this case its the appropriations bills that will count.

    The federal budget is worth less than the Constitution, "a piece of paper," because the latter actually contains duties and obligations which our agents of government agree to perform when they sign on. That GWB was a notorious slacker when it came to obligations should have been a warning. But, hiring someone is always a crap shoot. Sometimes cut-ups turn out to be super competent on the job.

    Unfortunately, Capitol Hill is now populated with a host of scofflaws and screw-ups and ne'er do wells. And the only recourse we have is to replace as many as possible, keeping in mind that there is no guarantee the new hires will be better. Fortunately, it's hard to imagine they could be worse.
