    If she has a green card but has not been in the US for five years, she wouldn't be eligible for Medicaid. It's a little bit confusing about people who earn over 100% of the federal poverty line (in her case $15,510) but less than 138% of the poverty line ($20,628). Supposedly, people like that are eligible for subsidies on the exchanges, but it seems like they are all being steered to Medicaid-- and she is not eligible for Medicaid.

    If she earns over $20,628, she is absolutely eligible for subsidies, and she should fight to get them.
