Do we really need a study that tells us shutting down 3 lanes of traffic will result in traffic jams?

Even if we did need a study to tell us that, what possible justification would the people on the NJ side of the bridge have for "ordering the study be kept secret" from people on the NY side?

in NJ knew the NY side was full of corrupt Democrats and mobsters plotting against them already.  They had to use this stealth approach just to get this whole study business done in a timely and low cost manner.  See? It was all about just being pragmatic and very sensible under challenging circumstances. And sure, yes, there was some hasty miss-communications and incomplete clarifications between the very busy layers of a beleaguered government and the guys with cones and work boots on the ground. No harm, no foul. Go pay attention to something more important. Don't forget we are still recovering from the last hurricane with many numerous and complex rebuilding projects still underway. Easy to lose track of a few details on a routine lane closure when trying so hard to rebuild key infrastructure and resume real business after the billions of dollars of devastation. You have to give us credit for all we have been getting right when balancing off this story.  See, I can make you feel guilty for even bringing this up!
