    It's not easy to see a path from here to there.  UI is not part of either the House or Senate bill and there isn't anyone from the committee of jurisdiction on the conference on the House side (pretty sure it's in the HELP committee on the Senate side, and Tom Harkin is both a farm bill conferee and chair of the HELP committee.)  It's a good thing to try to tie passage of a must-pass measure to something left out of the budget bill; but it's not clear to me procedurally how the House Democrats voting down the conference report will get the conferees to insert language that is outside of their jurisdiction or the scope of the conference.  And if the conference report is defeated it doesn't come back again.  They just start over with a new farm bill.
