    When people are needy and in a rural or suburban area with little to offer them they don’t just sit there and suffer. The rational thing to do is go where the services are, i.e.: the city. Ergo, the outstate politicians get to rail against the city as a cesspool of poverty when in reality the outstate areas wouldn’t look so great if ‘their own’ poor people still lived there.
