    Because you're not supposed to store the CVV's.  It's been a while since I wrote up the credit card processing parts of our system, but we were only supposed to store it long enough to do either the auth or the settlement, I forget which.  And settlements are done daily, so at most, you should hold on to a CVV for a day.  And if it was the auth, then only minutes.

    So if the hackers could collect more than a day's worth of CVV's, either they were running around the system on an ongoing basis during that time, or else Target was storing info it shouldn't have been.
