    Gillibrand's amendment had the support of 52-53 cosponsors, so in a normal legislative body, it would have passed by now. Instead, Senate Republicans obstructed as long as possible in order to prevent a vote from even taking place. Reid needs to hold his breath and stage a vote on this in January, making sure to keep the pressure up.
