    I think that removing the staute of limitations is HUGE, in that it will allow commanders to "clean house" to some degree.

    I've said, all along, that I'd rather fix the existing system than introduce new layers of complexity.  I think that these changes fit that goal rather well.

    However, it's all about execution.  Yes, word coming down from "on high" will definitely provide both an impetus for change and grant commanders significant leeway to pursue their housecleaning without worrying about the reflection on their command(s).

    I've written (in previous comments) about the difficulties that will be presented by removing too much authority from the chain of command; I'd like to see how these changes play out before making further structural changes.

    The word "parent" is supposed to be a VERB, people...

      lifting the SL will be a good thing.  It will also be a mess.  I can see years of bringing people back for trial.  Still a good thing.

      I still believe that we need to put the majority of our efforts in reporting.  If we can get the reports, we can get trials.  If we can get trials, we can get convictions.  Reporting fixes 90% of the problems.
