    This is pretty misleading. Even ignoring what you're counting as sexual assault (only formal reports, correct? Or is it just convictions?), when a good part of the problem this is supposed to be addressing is underreporting, lumping the male and female statistics together is distorting.

    Sexual assault rates on women are much higher than on men, both in the civilian and military worlds. The military has a much higher proportion of men than the general population, so even if the assault rates on both men and women were exactly the same in the military when you combined them into a total rate, the rate would look much lower than in the general population.
