    1. "Account Created" = Username/Password/Email Address

    2. "Application Completed" = All your personal/financial info entered into the system

    3. "Plan Selected" = You've browsed through the different plans, calculated your subsidy (if any), have selected one and checked out.

    #3 is what I count, as do 49 out of 50 states (WA excepted).

    5. "Payment Made" = The only threshold that the GOP is now claiming counts, even if you've already received confirmation from your insurance company, have your card in hand, etc. (ie, my wife and I).

    They're saying that 422K have completed #2 and are still working on #3.

        seems that a large percentage of people who complete applications will eventually select a plan.  NY projected enrollment is only 218,000, so if just half of the completed applications turn into enrollments they'll have it beat.  NY should beat their projection easily and make up for a bunch of the lagging states.

        I know the number is somewhat arbitrary, but I really want to beat the 7 million figure for PR purposes.
