      That extra twinkly little sparkle and the absolute conviction that they really "understand people" is frequently based on a steaming heap of daddy/mommy issues.  Show them a resume from someone 20 years their senior and they'll freak out.

      The bonus of putting someone like that in HR is that it's already their darma to spend their life fabricating accusations about other people's character defects, but in HR they get paid to do it.

        "Communication Skills".

        Personnel trash would never do anything illegal, like discriminate against people based on age, gender, race, class, etc., and they only use meritorious criteria to hire and promote.

        Afterall, Congress had to legislate their integrity and call it "Equal Opportunity".

        Naturally these unskilled, counterproductive, overpaid personnel trash put themselves at the top of the pay scale despite the fact that they only things they produce are government regulations, labor unions, and lawsuits.

        Personnel trash frequently outsource their job functions to employment agencies so they can have plausible denialability when illegal discrimination is involved in the hiring process.

        Personnel trash invented the glass ceiling and unequal pay for equal work -- they want people to believe that since they dress nice, they live in "nice" neighborhoods in "nice" homes, drive nice cars, and go on nice vacations, they must be nice.
