Cascades and Siskiyou Mts. And seeding cuts with blue grass was a standard practice on the Rogue, Winema, and Klamath forests. Out went the trees, slash burn, some tree planting, and then blue grass. Which cows won't eat until any native grasses  in the area are grazed off. Planting trees on the steeper slopes was like trying to plant trees in concrete. A year or two after logging the duff was gone and the soil baked.
