    Realistically, we need universal background checks with an estate transfer law that allows free background checks for transferring guns from one generation to the next, before the gun owner's death.

    In principle, we need national licensing just like we have for vehicles, and to separately license operation/ownership, just like we have for vehicles. E.g. a person can legally go out and buy a big truck, but they can't just give it to their  pre-teen nephew to play show and tell with when his friends come over.

    Farmers can let their teen kids drive the tractor, but no can take a tractor out on the interstate highway.
