In February 1971, President Richard Nixon proposed more limited health insurance reform—a private health insurance employer mandate and federalization of Medicaid for the poor with dependent minor children.
The Heritage Plan was actually written in 1989, before Clinton was anywhere near the White House:

Original 1989 document where Heritage Foundation created Obamacare’s individual mandate

The health law was designed to extend insurance to nearly all people, including those who have medical conditions that require expensive care and are often denied coverage today. But to pay for their care, insurance companies need to have a large enrollment of consumers, especially young and healthy people who use fewer services. The mandate was adopted to guarantee a broad base.
You seem to have some issue with actual facts and dates.  What's up with "This Place" type comments?  I mean, don't the facts and dates actually matter?

Reality, in my opinion, matters.  I'm not about blind loyalty to a team or a person. I'm about democratic and liberal principles and ideals.  There are no walking saints, only those who support and don't support liberal policies and ideals. They make their own decisions and we are free to praise or criticize those decisions.

That's my take on "this place."

"The law is meant to be my servant and not my master, still less my torturer and my murderer." -- James Baldwin. July 11, 1966.
