    The underlying premise of Sanders' question is, "Spying on Americans is bad enough, but spying on me and my colleagues is so much worse, that I'm going to make an issue that specifically." Sanders is being surprisingly elitist here.  

    The NSA is doing bulk surveillance, so of course, electronic correspondence by congressmen and their staff would be caught up in that.  Sanders' question is merely PR stunt grandstanding and showboating, for his question elicits no new information.  Maybe he was hoping to elicit another lie from NSA, so he could make a legit issue out of that.  But having failed at getting NSA to lie again, what we're left with is Sanders having engaged in public showboating, using the elitist premise that congress is more important than everyone else.
