    Closest route to Manhattan from Springfield is either via the Lincoln tunnel or the Holland tunnel, not the George Washington Bridge.

        I still don't see it.  He's saying (paraphrased) "We are ready to do this.  Let the mayor of Springfield know know the study is approved," then says he'll call to let her know how Fort Lee goes.  I don't see that the two are connected like that.

      I think the best bet is an anti-corruption statute.  Most say "use of state resources for a political purpose," not tied to funds per se.  Well the George Washington Bridge sure as hell is a state resource and appears to have been used for political purposes.

      And on top of that, you've got not just New Jersey involved, you're talking federal law now.  The bridge is owned by the Port Authority of New York and New Jersey.  That's a federal crime.  You could go RICO on their asses.
