Just to make it a bit more difficult for you to pretend you haven't been shown the facts (though I'm sure you will rise to the challenge), here it is again:

Calling Number: Assume one byte per digit (a factor-of-two overestimate, since it's trivial to pack two digits into a byte when the data is known in advance to be in the form of decimal digits) and allow extra digits for international calls (we'll pretend the NSA is merely doing foreign intel) -- 16 bytes.
Called Number: As above -- 16 bytes
Call Time: Using the same absurdly inefficient coding, 4 bytes for year, 2 for month, 2 for hour, 2 for minute, 2 for second -- 12 bytes
Call Duration: Hour, minute, and second is enough, but we'll give this another 12 bytes just to be generous.
Total: 56 bytes. Just to err on the side of caution, we'll round up to 64.
Next, we calculate the total amount of metadata:
Callers: 7.1 billion -- we include everyone: infants, deaf people, mute people, uncontacted tribes who would have no idea what to make of the box that speaks, whatever.
Calls Per Day: Figure an average of 10, to err on the high side
Total: 7.1*10^9 * 10 calls/day * 365.25 days/year * 64 bytes/call = 1.66*10^15 bytes/year of metadata
All the phone metadata generated in a year can be stored in 1100 1.5 terabyte drives. A quick search turned up an \$89.00 retail price, for a total of \$97,900 (without any sort of bulk discount).

So much for the claim that an agency that is building a humongous new data-storage centeris only collecting "metadata".

after spending a few minutes googling, the thing is definitely built by now. I don't think it's operational (or fully operational, at any rate) because there are a number of articles discussing the electrical & cooling problems they're having.

It's easy peasy to tap the phone of every congressman.  But that isnt' evidence it's being done.
Even if somebody gave you direct evidence this was being done, you'd ignore it and denounce the leaker of the information as a criminal.

But, more importantly, this amounts to an implicit admission that you don't care if there's a federal agency with tremendous power and no meaningful oversight, you trust them not to abuse their powers. No checks? No balances? No problem.
