    That's a term for how one deals with political opposition, not one's constituents. No politician can be seen punishing citizens for the perceived sins of a political opponent. Especially not in Northern NJ where the people inconvenienced are working class for the most part. Then there's the issue of lying about what he knew. Then there's the issue of joking about the problem, instead of making serious vows to fix the problem. Then there's the rank incompetence of thinking they could shut down part of the bridge without consequences. Then there's the idiocy of not knowing that someone on the NY side would be able to lift the lane closures without their permission. Hubris, idiocy, venality all in a very ugly package. You are grossly underestimating the potential for damage.
