    A technology might pop up in some countries and not others, but I'm not sure what the problem with that is. If banning it would improve the economy then the country that bans it might be better off.

    If knowledge is power and power corrupts, does that mean that knowledge corrupts?

      If banning would improve the economy, the ban is likely to be pretty widespread and if some country doesn't ban the stuff it won't be a big deal for other countries.
