    When you work in an office, people generally have a good idea of what sort of actions will make the management happy.  

    When I was working as a teacher, I knew that good responses to my teaching was what made management happy.  I knew that making the effort to do things by the book was appreciated by management.

    Obviously, the culture in that office was one of vindictiveness, and secrecy.  

    The problem with that email, "time for some traffic problems in fort lee..."  is that it points out the glaringly obvious fact that there was already a previous understanding of what it meant to cause those problems.  So that means that more secretive communication was used prior to that.  

    Also, I question the wisdom of using Gmail for govt.  business.  Get a service that you pay for, and which doesn't read your email for you.
