  •  Using the quantity of money as a decision point (6+ / 0-)

for anything is a bad idea, since the supply of money is theoretically infinite. All figments of the imagination are.
The only reason the quantity of money seems limited is because the entity charged with its management, Congress, finds it useful to perpetrate this myth. Why? Because if the supply is limited, then Congress' claim to need to ration is justified, as is the distribution of currency to advance the members' interest in holding on to their positions. It isn't just earmarks that are used to "buy" votes. Contracts and grants and subsidies are all jiggered to insure the results at the ballot box. Although private corporations don't vote, their sponsorship of candidates sends a clear signal to the workforce as to who "deserves" their vote. Ditto for organizations such as the Chamber of Commerce, Social Welfare groups and establishments of religion.  The Constitutional prohibition against interfering with establishments of religion or the press does not preclude doing favors. GWB made it overt with his "faith-based initiatives," which happened to coincide with his own preference for faith over fact.
