    #1) Unlike U.S. and Mexico, labor has the freedom to move within the united states. It makes an enormous difference in the extent of leverage. Companies that only operate within the united states can't avoid a labor union, but they can if they leave the country.

    #2) The same is true for environmental laws, worker safety laws, and federal taxes.
