Lt. Licorish of PA police documented in an email (exhibit F at p.3): she went to a meeting on Sept.6 with the GM (presumably PA's general manager, Durando).

The undersigned inquired if this is a permanent plan or a temporary. The manager could not supply and answer to that or other questions. Inquiry was also made as to the notifications to the townships. No answers could be supllied.
Durando says in his email (exhibit C at p. 28-29) that he does not know if the closures will continue the next day. He then says that Wildstein will be calling him later to discuss it.

If it were a real study, how is it that no one at the Port Authority knew anything about it?

and they used it as an artifice to shut down the lanes as part of the study, which mystified the actual engineers and caused them to complain that their data had been rendered useless.

      •  But that was just passive data collection, right? (1+ / 0-)

The stuff about the cameras taking data about traffic at Center and Lemoine?

That's like saying if I am found guilty of shoplifting, the government can execute my cousin. The one has nothing to do with the other.
