    perfectly executed to 1) add the restriction to 1 lane instead of 2 as late as possible, and 2) actually notify the Port Authority staff to put the plan into effect 1 business day before.

    The study referenced also found that there was likely to be a loss of revenue as the backup of local traffic would push enough (local) cars to past the peak crossing times into a non-peak period with lower toll rates.  So any "savings" in time for the through traffic on I-95 would be more than lost by the changes in local traffic.

    And as others have mentioned - this could have been predicted without actually doing a "live" study but using the existing data of lane usage in a computer simulation.

    To me this actually exposes the operation for what it actually was.  They have just slapped some thin whitewash on top but it is not covering well.
