    This is the obvious question that arises, assuming they are not so incompetent as to believe their own propaganda.  Not wanting to be accused of CT, paranoia, or having character flaws, I will not speculate on the answer except to say that clues are to be found in taking a glance at peaceful domestic activist groups who have been classified as terrorists.

      They are that paranoid - so paranoid that they've taken a lot of money and man hours and effectively thrown them in the garbage out of fear - fear - of failure.

      Panicked losers.

      It is why they do NOT make me feel safer.  They lack wits and confidence which are requirements to successfully combat threatening "enemies" who are totally different from them.  The people they combat do not sit their lives out behind computer screens - those people go out and do shit.  Our would be protection service sits in safe rooms in this country well away from the threatening people they claim to be pursuing.  They watch YouTube; read Twitter feeds; survey FaceBook posts - and they are thousands of miles from all of that which they monitor.  They couldn't stop a mugging much less a terrorist attack from their bunkers.  Their data banks can't help people in danger.  Their data banks might be able to reconstruct how something happened, but that's all academic when people are killed.

      The NSA is a totally bloated and useless organization living in a strange and disconnected world of paranoia and fear.  They aren't the answer to our problems.  They might actually serve to exacerbate them more than anything by offering false hope and nonsensical - fantastical - promises of world crime prevention that just are not realistic given their approach.

      Some are likely the heirs of J.E. Hoover--they want to gather dirt to increase their political power, and they want to keep domestic protesters at bay.  Others want to gather intel on  commercial rivals.  For still others, there's gold in them 'thar hills.

      There's no one size fits all approach here.

      Some men see things as they are and ask why. I dream of things that never were and ask why not?

      after bureau drawer with files. Collecting is a very primitive behavior. Rats do it and so do beavers. And birds. Eventually, when material objects are involved, the physical properties of the accumulation determine when enough is enough. Electrons take up so little space than the physical limits are hard to find. Though, the complex in Utah does suggest that some limits do exist.

      However, given the alternatives -- they could be making and accumulating more nuclear bombs -- the electronic mania seems relatively harmless. The Census used to collect much more information about households and they even kept the info for more than a hundred years.
      We are supposed to presume that our agents of government are well-intentioned.
      Perhaps part of the objection is coming from the private corporate sector collectors who perceive they're not getting enough compensation for the information they are handing over.

      money, not protecting the US Constitution.  And our intelligence apparatus does not work for the President or the Congress or the courts.  It works for the defense contractors.  Just like it has since its creation in 1947.

      Not CT, just simple facts and a dash of logic.
