    open government and freedom of information acts, we the people acquired the tools to govern ourselves and the rule of petty potentates came under threat.

    The people were not a threat as long as their potency was restricted to the ballots handed in by a few.
    The civil rights agenda has always been promoted most forcefully by those who have been most deprived of their human rights. Freedmen weren't satified to be freed. They demanded education and recognition of their role as citizens.

    For that matter, that's how our social system is designed to work -- in response to demands and complaints. It relies on individual initiative, the squeaky wheel, if you will. And that, in turn, accounts for the ever increasing effort to render the citizenry compliant, before they have a chance to lodge a complaint.
