    Majority rule is "sort of" a fact of life in representative governments such as our supposedly is.

    I say "sort of" because, in the US, the Constution is intended to provide individual protections against majority rule.
    Hence, if a white majority decides that minorities should not be allowed to vote, they cannot legally make that happen.

    Sure, they can invest a lot of time and energy seeking out back door ways to keep that from happening, but specific articulated rights trump the majority.

    Not the case in the ordinary give and take of politics and legislation, although, even there, the founders built in some protections for the minorities:  the Senate, for one, which gives equal weight to large and small states.  The arduous process for amending the Constitution for another.
