    but I think if you compared a non-partisan VRA map to a non-partisan non-VRA map, Democrats would have beaten Mark Sanford, but that's really a special case in the state as the district would've voted for Romney by mid to high single digits. Perhaps in North Carolina it might make a non-partisan Ellmers district more Democratic.

    In another such as Alabama however I doubt it makes any difference. You'd still have a D+0 Birmingham district and a black belt district with Montgomery, Selma, etc, it would just move southeast a little and get whiter. In Louisiana I think a non-VRA non-partisan map almost certainly costs us the Baton Rouge area seat though, so really you could just get a range of differences.
