    If there's going to be any response, then it makes sense to hear from different perspectives.

    But why is there even a response?  The State of the Union is a constitutional thing - the executive reporting to the legislature, and (in modern times) laying out his policy goals for the upcoming year.  It's not a partisan thing, although obviously the presidential goals can be more or less partisan.  It's a separation of powers thing.

    And it distorts how our government works to pretend that the minority-party in the legislature has to "respond," on the spot, to those.  In the first place, when we have a divided legislature, there's no such thing as a minority party.  One chamber controls each.  It'd make more sense for the Senate Majority Leader and the Speaker of the House to deliver a "Response."  

    In the second place, what is the "Response" supposed to be?  Snap judgments on policy proposals made moments before?  If so, who cares about snap judgments?  Or, conversely, are they just supposed to be giving out their own goals for the legislative year?  If that's the case, they can already do that as members of the legislature, and the whole exercise is superflous partisan pageantry, invading our whole executive/legislature dichotomy and replacing it with petty factionalism.
