    Just had municipal/judicial elections here in Pa.  Turnout was pitiful, probably because candidates can't afford TV ads.  In my county, controlled by Repugs for more than160 years, they swept every office ... again.  Severe gerrymandering and some of the toughest voting laws in the nation plus demoralizing voter apathy will keep it that way.
