So is empathy something cultivated or nurtured or taught?
I think that empathy is something that most people are born with, save those who are psychopathic who by definition don't feel empathy and the narcissistic who tend to only feel empathy for those with whom the can connect or relate.  I think it is a trait the developed in the species because it is necessary for group survival and prosperity.  I also think that some people are inherently more empathetic than others and also able to read and sense other peoples emotions more intuitively.

With respect to the beggar, nobody should be reduced to begging to get by.  At the same time, I would like to believe that there is help and services available for those who truly need it, but then I am also sure that some fall through the proverbial cracks.  Still, I tend to be suspicious of beggars because I also know that some have developed it as an art form and use it to take advantage of others and I wonder if they have tried to avail themselves of the resources available.

As far as your experience with the one, I wouldn't lose sleep over it and take comfort in the fact that you potentially helped her.  As far as why others don't, well, in part I suspect that there is an element of what is called diffusion of responsibility.
