    Maybe we really only need to convince ~300 million people in order to make a significant difference.

    [The U.S.'s] 300 million inhabitants produce greenhouse gases at a per-capita rate that is more than double that of Europe, five times the global average, and more than 10 times the average of developing nations. The U.S. greenhouse gas contribution is driven by a disastrous combination of high population, significant growth, and massive (and rising) consumption levels, and thus far, lack of political will to end our fossil-fuel addiction.
    The globalization of the world economy, moreover, can mask the true carbon footprint of individual nations. China, for example, recently surpassed the United States to become the world’s leading greenhouse gas emitter. But a large portion of those gases is emitted in the production of consumer goods for the United States and Europe. Thus a large share of “China’s” greenhouse gas footprint is actually the displaced footprint of high-consumption western nations.

      Get all the producers of oil and gas and coal and methane to shut their operations down overnight. While you are at it get all their customers, employees and  suppliers to voluntarily go out of business.All the people who are cutting wood to stop using chain saws.

      All the manufacturers of planes, trains and automobiles to stop using fossil fuels. We could go back to horses and buggies but there may not be enough hay to feed beasts of burden after we lose all our fossil water and the Great Plains turn into deserts.

      All the agra business, and plastics companies, and manufacturers of nylon and pharmaceutical companies to stop wanting raw materials containing hydrocarbons.

      All the countries that are already too warm to stop using air conditioners whose electric power comes from burning a fossil fuel. We could use wind power and solar power beamed down from satellites in space but third world Africa and India, China and Oceanasia, South America and all the rest of the third world don't have the money to invest in that right now and we will be spending all of our resources here at home as you suggest.
