          true, but that was never tested in court.  "too divisive" the progenitors of the democratic fainthearts said, and now the undead from that first criminal administration have multiplied and overrun the town.

          well screw that.  pardoning people for unspecified crimes they may or may not have committed is a specious legal principle if i've ever heard one.
