    ask them what the emergency is since the rules affect future construction or rehabbing.  Emergency rules involve imminent peril to health and welfare.  They have a short shelf life.

    Ask them why they haven't complied with Louisiana's Administrative Procedures Act which requires notice of a proposed rule, comment period, oftentimes hearings and then publication of the final rule which is subject to court challenge.

    Folks can just express their general disgust.  To be effective, use the rule of law which is right there on the google under Louisiana Administrative Procedures Act.  I'd want to know why they are breaking the law.

      Every state has an APA.  When you're looking at rules, the first place to look is at the APA, to determine whether the procedural requirements for rulemaking have been met.  I'm always surprised at how often, particularly in the implementation of politically charged policies, the simple requirements of rulemaking are overlooked or bypassed.
