      The reason why the GOP is having such a hard time reaching agreement on immigration is because while reform would be good for the party as a whole, almost every congressman living in an all-white gerrymandered district would be better served voting against it to avoid angering his base. This explains why the party's messaging on the issue has been so confused in the past year - they support legalizing most illegal immigrants, but oppose a "special" path to citizenship, but support some version of the Dream Act etc. Basically it shows the need for non-partisan gerrymandering and top-two primaries.
