    I stood at the Vanderbilt Avenue entrance to Grand Central specifically to watch the faces of commuters as they saw the headline on the afternoon paper -- there were still afternoon editions back then -- and, to a one, all of the commuters broke out into huge smiles.  

    While I was happy that Mr. Nixon would be stepping down, I had an inkling that he would sidestep any significant punishment, and I thought that nothing would really change.  

    The nation's mood at that time was very grim, and I knew that the economy and other conditions would not magically improve just because Mr. Nixon was walking away from the mess; the mess would still be there.

    Most likely Mr. Rumsfeld, Mr. Cheney and others would have been irate had Mr. Nixon been put on trial and jailed, but most likely, too, they would have been less emboldened to engage in some of the things they chose to be involved with years later.  

    It was one of those defining moments that proved that different sets of rules applied to different sets of criminals.  Had Gerald Ford done the right thing, showing that the government had teeth, much of our current situation could have been avoided.
