integrity of the board but said that Port Authority has conflict of interest at every level of hierarchy and that it is involved in land deals and properties that have nothing to do with Port Authority.

Port Authority funding the study for the Rockefeller redevelopment site in Hoboken through its handpicked firm could be a huge problem for Port Authority and Samson. Samson was on both sides of the deal. Port Authority and as Rockefeller's lawyer.

Those who own the remaining 16 blocks could sue Port Authority for funding and producing a biased study.

three block designation in favor of Rockefeller after the Group had demolished several of the buildings in those holdings, ameliorating the supposed more urgent need for redevelopment in those blocks than in the surrounding 13 blocks that the consultant rated less urgent.

I'm not sure exactly when that designation was rescinded by them, but it appears that they changed it up as soon as it became apparent that the Hoboken officials weren't going to buy into their obviously slanted study.  Apparently the Rockefeller group was so confident that they were going to get the fix put in for them that they started demo work before all the "i"s were dotted and "t"s were crossed, giving the consultant the out they needed.

Rockefeller's overconfidence, in fact, was also reflected in a comment they made sometime right around the time frame that Zimmer had made or was about to make her allegations: they bragged that they were 90% underway already, or something to that effect, hoping (it would seem) to drive the narrative toward a sense that their project was inevitable.  Someone here probably has that press release at their fingertips.
