    I think it's a fatal flaw, unless evidence was presented to justify the assumption.  (and I don't believe any has).

     It seems to me that that may have been a tactic to narrow the focus of the SEIS to the pipeline itself, and not to address the (1) boreal forest ecosystem destruction, and (2) additional carbon emissions associated with mining, extracting, transporting, refining and burning tar sands hydrocarbons. That way the effect of this project can be minimized by not accounting for some of the more destructive elements with which it is an intrinsic part.
