    most, if not all, of the communications were done using personal phones for texting and private e-mail accounts for e-mailing make this a tougher thicket to penetrate.

      doesn't it automatically become state record? If not, then they need some warrants. Because this sort of giant-sized loophole opens up a gigantic opportunity to circumvent things like public meetings law and such.
