    But when discussing CBO reports everyone should start with the inherent challenge of forecasting the future and to not take these reports as facts. The problem is that both parties find nuggets in the reports that they want to use to score political points so they repeat the nuggets until they sound factual. But they are not.

      It's one thing to predict the movements of celestial bodies. It's quite another to predict things that are within our control. Even assuming the CBO gave some dire report about possible negative effects of some piece of otherwise OK legislation, that only serves to improve and tweak those laws.
